Elif Ozdemir studied LLB at Ankara University and graduated in 1999. She holds a degree of LLM from Ankara University in Civil Law (2002), and a second LLM in Information Technologies, Media and E-Commerce from University of Essex (2008).

Mrs. Ozdemir has been working at Information and Communications Technologies Authority of Turkey (ICTA) since 2001. She was promoted to the position of telecommunications expert in 2004, after working as assistant telecommunications expert between 2001 and 2004. She held this position for the next 7 years. She was appointed as the Head of the Authorization Department of ICTA in 2011. Since March 2014, she has been working as the Head of the Legal Consultancy of ICTA.

Mrs. Ozdemir is married and speaks English.
