Dr David Souter has been an independent expert in ICT, Internet and related public policy issues since 2003, specialising in the relationship between ICTs and development, environment and governance.  He is managing director of ict Development Associates and president of The Global Connectivity Group on Sustainable Development and also acts as a consultant to several United Nations agencies including the Commission on Science and Technology for Development.  He is visiting senior fellow in the Department of Media and Communications at the London School of Economics and Political Science. From 1995 to 2003 he was chief executive of the Commonwealth Telecommunications Organisation.
