Linda Kinney is Senior Vice President, Motion Picture Association of America (MPAA). MPAA is the trade association that represents the six major Hollywood studios, advancing the business and the art of filmmaking and its enjoyment around the world. Kinney helps develop strategy for industry-wide projects and manages a variety of initiatives relating to the film industry's transition to online distribution. She represents the industry in legal and regulatory proceedings, including providing testimony before the US Copyright Office on the Digital Millennium Copyright Act (DMCA). She also manages Association matters relating to Internet governance, which includes, for example, representing the film industry before the National Telecommunications and Information Administration (NTIA) and the Internet Corporation for Assigned Names and Numbers (ICANN). Kinney has been instrumental in launching the MPAA's new academic outreach program, with the goal of encouraging a balanced discussion on copyright. She also serves on the Board of the Copyright Collective of Canada. Prior to joining the MPAA, Kinney was the Vice President of Law and Regulation for DISH Network, the third largest US pay television company, where she helped spearhead reauthorization of the Satellite Television Extension and Localism Act of 2010 (STELA). She spent more than a decade in public service at the Federal Communications Commission, achieving the rank of Senior Executive Service (SES). At the FCC, she held numerous positions, including Deputy General Counsel, Associate Bureau Chief, and legal advisor to Commissioner Ness. Kinney began her 22-year legal career in private practice at Graham & James in San Francisco. A Southern California native and graduate of Vassar College and the University of Virginia Law School, she lives in Chevy Chase, MD, with her husband, son, and daughter.
