Av. Serhat Koç, kurucusu olduğu Güneli & Koç Hukuk Bürosu bünyesinde çeşitli sektörlerden şirketlere bilgi teknolojileri hukuku ve fikri mülkiyet hukuku alanlarında uzmanlaşmış danışmanlık sunmaktadır.

Koç, lisans derecesini Ankara Üniversitesi Hukuk Fakültesi’nden ve yüksek lisans derecesini de Türkiye'deki ilk ve tek "Sosyal Medya" konulu “Sosyal Medya Sitelerinin Hukuki Sorunları ve Mevzuat Çözüm Önerileri” teziyle İstanbul Bilgi Üniversitesi, Bilişim ve Teknoloji Hukuku Enstitüsü’nden almıştır.

Sosyal medya hukuku, kişisel veri hukuku, reklam hukuku, oyun hukuku, ve elektronik ticaret hukuku uzmanlaştığı konulardır. Ulusal ve uluslararası panel ve konferanslara düzenli olarak konuşmacı olarak katılmakta, çeşitli yayınlarda sürekli olarak makalelerine yer verilmektedir.

İstanbul Barosu Bilişim Hukuku Merkezi’nde, Sansüre Karşı Ortak Platform’da, Internet Society Türkiye’de, Creative Commons Türkiye’de ve OYUNDER ile TÜDOF’un Hukuk Danışma Kurulu’nda yer almaktadır, Korsan Parti Türkiye Hareketi’nin sözcüsüdür.

Founding Partner of Guneli & Koc Law Firm

Mr. Serhat Koç is the founding partner of Guneli & Koc Law Firm. He graduated from Ankara University Faculty of Law and wrote the first and only law related thesis on the subject of "Social Media" in Turkey: "Legal Analysis of Social Media and Comparative Legislative Solution Proposals" and got his LL.M. degree on Information Technology Law from Istanbul Bilgi University Institute of Information Technology Law.

His practice focuses on the areas of Information and Communication Technologies Law, Entertainment Law and Intellectual Property Law as a legal advisor for various ICT and IP based companies. He has a strong academic record, as well as a keen personal interest in Internet and Internet related law practice. His specialization in different ranges of online services can be briefly expressed as a legal counsel and policy expert. He has been an in house lecturer for respected organizations and universities especially on legal infrastructure of the Internet broadcasting, social media and cyber law. He also participated as a speaker at numerous national and international conferences and panels on Turkish Internet Law, Internet as new media, Internet censorship and fighting cybercrime.

Mr. Koç also managed to create a compilation of published academic or sector specific and/or academic papers on data privacy, online intellectual property rights, Internet regulations and data protection law. During his professional life, Mr. Koç has happened to get involved with online media on a more organizational basis as having chance to gain experiences in regulation of audio-visual sectors or projects in media, government and NGO cooperation. He has represented some of the biggest ISPs, media corporations, e-trade companies, online advertising companies, software and computer games companies in Turkey and worldwide. He is a lecturer of intellectual property law and information technologies law in Istanbul Bilgi University’s New Media Certificate Workshop and Istanbul Bar’s legal intern program .

Mr. Serhat Koç is a member of İstanbul Bar Association and Union of Turkish Bars, Internet Society-Turkey, Creative Commons Turkey, Common Platform Against Internet Censorship, Information Technology Law Centre of Istanbul Bar Association and Turkey Digital Games Federation’s (TUDOF) and also OYUNDER’s (Turkish Game Developers Association) Board of Legal Advisors and spokesperson for The Pirate Party Turkey Movement.
