Graduated from Istanbul Technical University, Department of Electronics and Communications Engineering, Tolga Kılıç got a master degree in Middle East Technical University, Department of Science and Technology Policies, and Westminster University, Department of Communications Policies. He started business life as Assistant Planning Expert in State Planning Organization where he served between 1998-2001 and worked in the communications sector for the preparation of the development plan and annual programs, and adjustment of investment programs of institutions such as Türk Telekom, TRT and PTT. Before joining Avea, he took office as an ICT Specialist in Information Technologies and Communications Authority and in this period in addition to fields such as fixed network cost modeling, pricing of wholesale data and internet services, he took the lead of projects for the adaptation to EU legislation.
